二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：1）強制采購節能產(chǎn)品政策：強制采購在國家公布的節能清單中以“★”標注的品目。
2）鼓勵節能政策：在技術(shù)、服務(wù)等指標同等條件下，優(yōu)先采購屬于國家公布的節能清單中產(chǎn)品。
3）鼓勵環(huán)保政策：在性能、技術(shù)、服務(wù)等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）扶持中小企業(yè)、促進(jìn)殘疾人就業(yè)政策：評審時(shí)小型和微型企業(yè)產(chǎn)品享受10%的價(jià)格折扣。監獄企業(yè)、殘疾人福利性單位視同小型、微型企業(yè)。
5）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

(c)本項目的特定資格要求：1.具有獨立企業(yè)法人資格，持有效期內的營(yíng)業(yè)執照；
2.具有建筑裝修裝飾工程專(zhuān)業(yè)承包二級或以上資質(zhì)，同時(shí)具有有效的安全生產(chǎn)許可證；
3.項目負責人應具有注冊二級建造師或以上資格；
4.本項目不接受組成聯(lián)合體投標。
(c)Specific qualification requirements for this program:?1. Possess independent corporate legal personality and hold a valid business license; 2. Possess a second level or higher qualification for professional contracting of construction and decoration engineering, and also have a valid safety production license; 3. The project leader should have the qualification of registered second level constructor or above; 4. This project does not accept consortium bidding.
