簡(jiǎn)要規(guī)則描述：為全面提升為老服務(wù)陣地效能，盤活各類為老服務(wù)資源，提升為老助老服務(wù)的質(zhì)量和水平，現(xiàn)擬開展社區(qū)養(yǎng)老服務(wù)設(shè)施2025年度一體化運(yùn)營(yíng)項(xiàng)目。（具體詳見第三章采購(gòu)需求書）
Brief Specification Description:? In order to comprehensively improve the efficiency of the service position for the elderly, revitalize all kinds of service resources for the elderly, and improve the quality and level of services for the elderly, it is now planned to carry out the integrated operation project of community elderly care service facilities in 2025. (For details, please refer to Chapter 3 Procurement Requirements).
合同履約期限：本項(xiàng)目采購(gòu)預(yù)算所涵蓋的服務(wù)期限為2025年04月03日起至2026年04月02日。本次采購(gòu)工作完成前由原服務(wù)單位繼續(xù)履行服務(wù)，在此期間所產(chǎn)生的相關(guān)費(fèi)用，待項(xiàng)目采購(gòu)?fù)瓿珊笥沙山还?yīng)商按成交價(jià)折算支付給原服務(wù)單位，費(fèi)用按成交總價(jià)/365*原單位服務(wù)天數(shù)計(jì)算。
The Contract Period:?The service period covered by the procurement budget of this project is from 2025-04-03 to 2026-04-02Day. Before the completion of the procurement work, the original service unit will continue to perform the service, and the relevant expenses incurred during this period will be paid to the original service unit by the transaction supplier according to the transaction price after the completion of the project procurement, and the cost will be calculated according to the total transaction price/365 * service days of the original unit.

二、申請(qǐng)人的資格要求 2. Qualification Requirements for Suppliers(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項(xiàng)目不是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)小型和微型企業(yè)產(chǎn)品享受10%的價(jià)格折扣。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:?(1) Policies to support small and medium-sized enterprises: This project is not specially for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;
(c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:?(3) It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names);
(4) Subcontracting is not allowed for this project.
