簡(jiǎn)要規則描述：本項目擬對東興苑小區基礎設施提升改造，另對風(fēng)信景苑小區、博捷名苑小區局部設施進(jìn)行改造。主要包括：拆除工程、地坪翻新和鋪設、塑膠鋪裝、綠化工程、移植工程、垃圾外運等。（具體數量及要求詳見(jiàn)工程量清單/圖紙。）
Brief Specification Description:?This project plans to upgrade and renovate the infrastructure of Dongxingyuan Community, and also carry out partial facility renovations in Fengxin Jingyuan Community and Bojie Mingyuan Community. It mainly includes: demolition projects, floor renovation and laying, plastic paving, greening projects, transplantation projects, garbage transportation out, etc. For specific quantities and requirements, please refer to the bill of quantities/drawings.

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)，小微企業(yè)產(chǎn)品均不執行價(jià)格扣除優(yōu)惠。（2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。
(b)Qualification requirements to be met to implement government procurement policies:?(1) Implement the reserved share measure to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from micro and small enterprises will not be subject to price deduction benefits. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; (For details, please refer to the procurement documents)
(c)本項目的特定資格要求：1、未被“信用中國”（******）、中國政府采購網(wǎng)（******）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人組織；
3、具有建筑工程施工總承包三級及其以上資質(zhì)；
4、具有安全生產(chǎn)許可證（有效期內）；
5、擬派項目負責人具有建筑工程專(zhuān)業(yè)二級及其以上注冊建造師執業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔任其他在建的建設工程項目的項目負責人；
6、業(yè)績(jì)要求：無(wú)；
7、其他要求：無(wú)。
(c)Specific qualification requirements for this program:?1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (******) and China Government Procurement Network (******); 2. It must be a legal person organization established in accordance with the law within the territory of China. 3. Possess a Class III or above general contracting qualification for construction projects; 4. Possess a valid work safety license; 5. The proposed project leader should hold a second-level or higher registered constructor qualification in the field of building engineering, possess a valid certificate of qualification for safety production assessment, and not be concurrently serving as the project leader of any other ongoing construction project. 6.
