簡(jiǎn)要規則描述：本工程位于外環(huán)綠帶曹路段、金橋段，西至規劃外環(huán)運河，東至規劃咸塘浜，北至規劃咸塘浜支流，南至規劃秦家港，改造面積約62948平方米（最終以實(shí)際實(shí)施面積為準）。主要建設內容包括：園路改造、綠化改造、景觀(guān)小品及設施更新、標識系統、智慧化系統等。（具體數量及要求詳見(jiàn)工程量清單及圖紙。）
Brief Specification Description:?The project is located in the Cao Road section and Jinqiao section of the outer ring green belt, west to the planned outer ring canal, east to the planned Xiantangbang, north to the planned Xiantangbang tributary, and south to the planned Qinjiagang, with a renovation area of about 62,948 square meters (the final implementation area shall prevail). The main construction contents include: garden road transformation, greening transformation, landscape sketches and facility renewal, identification system, intelligent system, etc. (See the bill of quantities and drawings for specific quantities and requirements.) )

二、申請人的資格要求 2. Qualification Requirements for Suppliers(a)滿(mǎn)足《中華人民共和國政府采購法》第二十二條規定；

(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。 （2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

崗位、數量、資格要求：*園林項目負責人（園林專(zhuān)業(yè)中級及以上職稱(chēng)）1人、
安全員1人、質(zhì)量員1人、材料員1人、中級及以上園林綠化工(班組負責人)1人。
說(shuō)明：
1）上述人員配備要求系最低配備要求；對于施工技術(shù)復雜的項目，供應商可根據項目情況，在以上人員配備要求基礎上適當增加技術(shù)管理人員、施工員等人數；
2）*崗位不得同時(shí)兼任兩個(gè)及以上項目,須具有上海市園林綠化工程從業(yè)人員項目負責人電子信息卡，且無(wú)在建項目記錄；
3）本競爭性磋商文件所涉及的園林專(zhuān)業(yè)是指：園林（園林規劃設計、園林植物、風(fēng)景園林、園林綠化、綠化林業(yè)等）、園藝、城市規劃、景觀(guān)、植物（含植保、森保等）、環(huán)境藝術(shù)、風(fēng)景旅游等專(zhuān)業(yè)；
（5）業(yè)績(jì)要求：無(wú)；
（6）其他要求：無(wú)。
