簡(jiǎn)要規則描述：本項目擬在棠清雅苑南側龍東大道高架路側及地面跨線(xiàn)橋路側加裝聲屏障。主要內容為于龍東大道主線(xiàn)高架路側實(shí)施一道直立式聲屏障，長(cháng)度約385米；地面跨線(xiàn)橋路側實(shí)施一道直立式聲屏障，長(cháng)度約250米。聲屏障長(cháng)度共計約635米。（具體數量及要求詳見(jiàn)圖紙及工程量清單）
Brief Specification Description:?The project proposes to install sound barriers on the south side of Tangqing Yayuan, the elevated road side of Longdong Avenue and the side of the ground cross-line bridge. The main content is the implementation of an upright sound barrier on the elevated side of the main line of Longdong Avenue, with a length of about 385 meters; An upright sound barrier is implemented on the side of the over-ground bridge with a length of about 250 meters. The length of the sound barrier totals approximately 635 meters. (Please refer to the drawings and bills of quantities for specific quantities and requirements)

(b)落實(shí)政府采購政策需滿(mǎn)足的資格要求：（1）落實(shí)預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專(zhuān)門(mén)面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執行價(jià)格折扣優(yōu)惠。（2）扶持監獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購；對節能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實(shí)行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書(shū)方能享受優(yōu)先采購或強制采購政策。(4）購買(mǎi)國貨政策：本項目不接受進(jìn)口產(chǎn)品。

（6）擬派項目負責人具有機電工程專(zhuān)業(yè)二級及以上或市政公用工程二級及以上注冊建造師執業(yè)資格，具備有效的安全生產(chǎn)考核合格證書(shū)，且未擔任其他在建的建設工程項目的項目負責人；
（7）業(yè)績(jì)要求：無(wú)；
（8）其他要求：無(wú)。
(c)Specific qualification requirements for this program:?（3）It must be a legal person organization established in accordance with the law within the territory of China; （4）First-class qualification for professional contracting of environmental protection engineering; （5）Have a safety production license (within the validity period); （6）The person in charge of the proposed project has the professional qualification of a registered construction engineer of level 2 or above in mechanical and electrical engineering or a registered construction engineer of level 2 or above in municipal public works, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction; （7）Performance Requirements: None; （8）Other requirements: None.
